What helps distinguish a partial downspout blockage from a gutter outlet that’s undersized or briefly overwhelmed by intense rain? I’m especially interested in whether the water spills over the gutter edge or backs up and splashes right at the downspout opening, and whether the downspout keeps flowing normally once the heaviest rain passes.
If it clears on its own after a downpour, is that useful evidence, or can a restriction behave the same way? What would you ask a gutter professional to check before treating a larger outlet or downspout as the answer?
