remodel permits: play it safe or risk it?

Been thinking about remodeling our kitchen and bathroom, and I'm kinda torn. One friend says we should definitely get permits and inspections to avoid trouble later, but another says it's just extra hassle and cost, and no one really checks anyway. Um, I dunno... seems risky to skip it, but also tempting to save some cash. What do you guys usually do and why?
