Could stored supplies block an inward-opening shelter door?

Door swing seems like a small detail until people or supplies are in the way. If a tornado safe-room door opens inward, how should its clear swing area be assessed so occupants can still get out if something shifts or debris falls inside?

Does the answer depend on whether it’s a purpose-built safe room or a converted basement space? I’d want to know which local code requirements and manufacturer documentation apply before treating any general clearance advice as approval for a particular shelter.

A simple floor mock-up can make the clearance question more practical: mark the door’s full swing and the space needed to move through the opening, then place supplies in their intended storage spots. If anything could slide or topple into either area, it may need to be secured or stored elsewhere. That checks whether the arrangement could obstruct egress; it doesn’t establish code compliance or replace the shelter manufacturer’s requirements.
