I've seen a few homeowners go the retroactive permit route, and honestly, it can swing either way. If your shelter was built pretty close to code already, it's usually not too painful—just some paperwork and maybe minor tweaks. But if inspectors find something major, costs can spiral quickly. Like you said:
"paperwork's usually cheaper than regret."
Better to bite the bullet upfront than gamble on inspectors being lenient later...
