Permeable pavers or concrete for a sloped driveway with runoff concerns?

I’m redoing a sloped driveway that ties into an existing paved area, and runoff during heavy rain is my main concern. I’m considering permeable interlocking pavers versus concrete, but I don’t want to assume permeable pavers will solve the drainage issue if the water just ends up moving downhill anyway.
The soil drainage is uncertain, and we also get freeze-thaw weather and snow removal in winter. For a site like this, would permeable pavers normally need an underdrain and a controlled overflow outlet, especially if there’s clay or a high water table?
I’m also curious how much slope changes the installation. At what point do pavers need extra restraints, check details, or drainage measures to keep water from running over the surface instead of through it? And how realistic is the maintenance for a homeowner if the joints need occasional cleaning to prevent clogging?
Concrete seems simpler, though I’d still need careful grading and possibly a trench drain to keep water away from the garage and sidewalk. Pavers sound more repairable later, but the base work seems more involved.
For anyone who has dealt with a sloped driveway in a wet, freezing climate: what site conditions would make you choose permeable pavers, and when would you just go with concrete and manage the runoff directly?
